When we create policies and publisher restrictions, we try to consider the needs of users, advertisers, and publishers.   So why did we create this policy? We realized that sometimes users leave tabs open for long periods of time, perhaps even overnight. Unfortunately, when this happens, ads can auto refresh and run over, and over, and over again.
